The U.S. Army, which has struggled in recent years to combat a mounting suicide toll, took an unusual step when it announced Wednesday that it had charged eight American soldiers serving in Afghanistan in connection with the apparent suicide of one of their lower-ranking comrades.

The charges in the death of Pvt. Danny Chen, a 19-year-old infantryman from New York City, came after a vigorous, weeks-long campaign by advocacy groups and family members hoping to pressure the Pentagon to investigate allegations that Chen had been the subject of hazing within the ranks and had been repeatedly taunted with racial slurs.

Disruptions: Tests Cast Doubt on F.C.C. Restrictions on Kindle and iPad

The Federal Aviation Administration has its reasons for preventing passengers from reading from their Kindles and iPads during takeoff and landing. But they just don?t add up.

Since I wrote a column last month asking why these rules exist, I?ve spoken with the F.A.A., American Airlines, Boeing and several others trying to find answers. Each has given me a radically different rationale that contradicts the others. The F.A.A. admits that its reasons have nothing to do with the undivided attention of passengers or the fear of Kindles flying out of passengers? hands in case there is turbulence. That leaves us with the danger of electrical emissions.

For answers, I headed down to EMT Labs, an independent testing facility in Mountain View, Calif., that screens electrical emissions of gadgets that need to pass health, safety and interference standards.

Before I share the results of the tests EMT ran, let me explain what this means. Every electronic device throws off electrical emissions. This is the slight hum of energy that emanates from a device when in use. Labs like EMT test electronics of all sizes to ensure that they meet government standards and will not interfere with other electronics when in use.

Gadgets are tested by monitoring the number of volts per meter coming off a device. The F.A.A. requires that before a plane can be approved as safe, it must be able to withstand up to 100 volts per meter of electrical interference.

When EMT Labs put an Amazon Kindle through a number of tests, the company consistently found that this e-reader emitted less than 30 microvolts per meter when in use. That?s only 0.00003 of a volt.

?The power coming off a Kindle is completely minuscule and can?t do anything to interfere with a plane,? said Jay Gandhi, chief executive of EMT Labs, after going over the results of the test. ?It?s so low that it just isn?t sending out any real interference.?

But one Kindle isn?t sending out a lot of electrical emissions. But surely a plane?s cabin with dozens or even hundreds will? That?s what both the F.A.A. and American Airlines asserted when I asked why pilots in the cockpit could use iPads, but the people back in coach could not. Yet that?s not right either.

?Electromagnetic energy doesn?t add up like that. Five Kindles will not put off five times the energy that one Kindle would,? explained Kevin Bothmann, EMT Labs testing manager. ?If it added up like that, people wouldn?t be able to go into offices, where there are dozens of computers, without wearing protective gear.?

Bill Ruck, principal engineer at CSI Telecommunications, a firm that does radio communications engineering,?added: ?Saying that 100 devices is 100 times worse is factually incorrect. Noise from these devices increases less and less as you add more.?

The F.A.A. does allow some electronics during takeoff and landing. Portable voice recorders, hearing aids, heart pacemakers and electric shavers are permitted during all times of a flight.

So I took a Sony voice recorder that I bought at Best Buy and tested that too. The results? The voice recorder puts off almost exactly the same electrical emissions as the Kindle. In many instances of the test, the voice recorder actually emitted more.

In 2006, a report commissioned by the F.A.A. determined that people could not use electronics during takeoff and landing. I asked Dave Carson, a Boeing engineer who was co-chairman of the group that wrote the report, why we are allowed voice recorders and electric razors but not Kindles and iPads.

In an e-mail, Mr. Carson said that voice recorders and razors had been determined to ?not cause interference with the navigation or communication system of the aircraft on which it is to be used? though he wrongly thought that the F.A.A. banned those devices nonetheless. Mr. Ruck said: ?The only reason these rules exist from the?F.A.A. is because of?agency inertia and paranoia.?

The F.A.A. and other groups seem to be running out of reasons we can?t use digital e-readers on planes during takeoff and landing. Maybe their next response will be: ?Because I said so!?

Obama, Clinton to world: Stop gay discrimination (AP)

GENEVA ? The Obama administration bluntly warned the world against gay and lesbian discrimination Tuesday, declaring the U.S. will use foreign assistance as well as diplomacy to back its insistence that gay rights are fully equal to other basic human rights.

In unusually strong language, Secretary of State Hillary Rodham Clinton compared the struggle for gay equality to difficult passages toward women's rights and racial equality, and she said a country's cultural or religious traditions are no excuse for discrimination.

"Gay rights are human rights, and human rights are gay rights," she said. "It should never be a crime to be gay."

Clinton's audience included diplomats from Arab, African and other nations where homosexuality is criminalized or where brutality and discrimination against gay people is tolerated or encouraged.

Many of the ambassadors in the audience responded with stony faces and rushed out of the room as soon as Clinton finished speaking.

President Barack Obama directed the State Department and other agencies to make sure U.S. diplomacy and foreign assistance promote gay rights and fight discrimination. But there are no specific new consequences for poor performers, meaning the directive is more of a challenge to other governments than a threat.

In announcing the policy the U.S. did not point to individual countries with specifically poor records on gay rights, although an annual State Department accounting of global human rights has cited abuses against gays by such friends as Saudi Arabia.

The White House said Tuesday's announcement marked the first U.S. government strategy to combat human rights abuses against gays and lesbians abroad.

The speech in Geneva, home of the United Nations' human rights body, is also part of the Obama administration's outreach to gays and lesbians, a core Democratic constituency at home. Since taking office, Obama has advocated the repeal of the military's ban on openly gay service members ? now accomplished ? and has ordered the administration to stop defending a law defining marriage as between one man and one woman.

However, Obama has stopped short of backing gay marriage, saying only that his personal views on the matter are evolving. That position and a long delay repealing the military ban have left some gay supporters disgruntled.

Republican presidential hopeful Mitt Romney suggested that gay rights should not be a test for U.S. engagement abroad.

"I will be looking (at) foreign aid, whether it meets our national security interests and, number two, whether these nations are friends of ours and are willing to be friendly with us in ways when it matters the most," he said on Fox News Channel.

Texas Gov. Rick Perry went further.

"Promoting special rights for gays in foreign countries is not in America's interests and not worth a dime of taxpayers' money," a Perry campaign statement said.

Clinton said she knows the United States has an imperfect record on gay rights, and she noted that until 2003 some states had laws on the books that made gay sex a crime. But there is no reason to suggest that gay rights are something only liberal, Western nations can or should embrace, she said. She said nothing about gay marriage.

"Gay people are born into and belong to every society in the world," Clinton said. "Being gay is not a Western invention. It is a human reality."

In her most direct challenge to nations with conservative cultural or religious mores, Clinton catalogued abuses such as targeted killings of gays, "corrective rape" of lesbians or forced hormone treatments. She likened the targeting of gays for mistreatment to "honor killings" of women, widow-burning or female genital mutilation, examples of practices the U.S. decries but has not penalized friends including Afghanistan for carrying out.

"Some people still defend those practices as part of a cultural tradition," she said. "But violence toward women isn't cultural; it's criminal."

She also compared the evolution of cultural attitudes toward homosexuality to the changing view of slavery.

"What was once justified as sanctioned by God is now properly reviled as an unconscionable violation of human rights," she said.

The audience included lesbian, gay, bisexual and transgender activists who applauded loudly and whooped in approval when Clinton finished.

Some of the diplomats who were invited were unaware of the topic beforehand, and Clinton introduced her subject gingerly. She said she knew it was sensitive and cut against ingrained traditions and expectations.

"Leadership, by definition, means being out in front of your people when it is called for. It means standing up for the dignity of all citizens and persuading your people to do the same," she said.

In the memorandum issued in Washington, Obama directed U.S. agencies working abroad, including the State Department and the U.S. Agency for International Development, to use foreign aid to assist gays and lesbians who are facing human rights violations. And he ordered U.S. agencies to protect vulnerable gay and lesbian refugees and asylum seekers.

"The struggle to end discrimination against lesbian, gay, bisexual, and transgender persons is a global challenge, and one that is central to the United States' commitment to promoting human rights," Obama said in a statement.

Gay rights groups praised the order as a significant step for ensuring that gays and lesbians are treated equally around the world.

"Today's actions by President Obama make clear that the United States will not turn a blind eye when governments commit or allow abuses to the human rights of LGBT people," said Joe Solmonese, president of the Human Rights Campaign, a gay advocacy organization.

Biologists monitor crocodiles at nuclear plant (AP)

HOMESTEAD, Fla. ? An unexpected but fruitful relationship has blossomed between two potent forces in the swamps of South Florida: the American crocodile, and a nuclear power plant.

The reptile has made it off the endangered species list thanks in part to 168 miles of manmade cooling canals surrounding Turkey Point Nuclear Power Plant in the southeastern corner of the Florida peninsula. It turns out that Florida Power and Light was building prime croc habitat just as virtually every other developer was paving it over.

Federal wildlife officials give the state's largest public utility part of the credit for an increase in the species' population. There are only two other sanctuaries for the crocodiles, which are still considered threatened.

"The way the cooling canal system was designed actually turned out to be pretty good for crocodile nesting," said John Wrublik, a biologist with the U.S. Fish and Wildlife Service. "It wasn't designed for crocodiles, but they've done a very good job of maintaining that area."

Hundreds of crocodiles, as long as 15 feet and as heavy as one ton, roam the swampland surrounding the power plant. They're monitored by wildlife biologists hired by the utility, who sometimes need quick reflexes to keep all their fingers.

On one recent nighttime survey, Mario Aldecoa jumped from an airboat in total darkness and darted into the bushes to grab a 13-pound crocodile to mark it for identification.

"It's usually just adrenaline and instinct," he said.

The American crocodile is often confused with its plentiful cousin, the alligator. Alligators are black, have broad, rounded snouts and are found throughout the deep South. Crocodiles are grayish, have narrow tapered snouts and are so sensitive to cold that their only U.S. habitat is in South Florida.

South Florida's rampant development eroded the crocodile's habitat over decades of booming growth. By the 1970s, there were less than 300 in the state. The federal government had classified the species as endangered, meaning it was in danger of becoming extinct.

In 1977, Florida Power employees stumbled upon a crocodile nest in the plant's cooling canal system. A monitoring program set up a year later was originally intended to ensure the plant did no harm to the species, but ended up recording the facility's role in the crocodile's rebound. Dozens of other protected species, including the manatee and loggerhead turtle, also are found on the utility's properties across the state.

There are more than 1,500 American crocodiles in South Florida today. An opinion issued by the U.S. Fish and Wildlife Service in May 2006 noted that the increase in has been attributed to Florida Power's management activities in its cooling canals.

Canals and berms such as those found at the power plant site provide nesting habitat that has "to some extent compensated for the loss of habitat elsewhere," explained Frank Mazzotti, a professor of wildlife ecology and conservation at the University of Florida.

The recirculating water system at Turkey Point works somewhat like the closed cooling system in a car. Eight large, powerful circulating water pumps take cooling water from canals at Turkey Point and circulate it through a condenser. The water then flows back to the closed-loop canal network, which essentially serves as a giant radiator.

Aided by such habitat, the crocodile has since gone from "endangered" to "threatened" ? a small step toward their survival. Government and utility biologists have detected no sign of radiation in the animals.

Florida Power biologists monitor the reptile's population growth and survival rates at the plant under guidelines set by state and federal regulators who oversee the program. The animals are quickly weighed, tagged with microchips if this is the first time being captured, marked with white (to keep them from being captured twice on the same night) and slipped back into the water.

Microchips are used as a reference ID ? much like a thumb print ? to scan the captured animal, as well as to track any animal that falls prey to others as a result of cannibalism. Biologists said one crocodile was found with eight chips from other crocodiles inside its belly. The bony plates or scales on crocodiles, called scutes, are clipped during first captures. The markings are permanent and represent the animal's number and location of capture, which could be one of three sanctuaries including Turkey Point.

On average, crocodile experts such as Aldecoa capture 350 baby crocodiles each year out of approximately 22 nests during the summer. About 400 adult and adolescent crocodiles can be found in the plant's canal system at any given time, according to state data.

The plant is remote, making it difficult for humans to disturb the animals or their habitat. That isolation, wildlife officials noted, also has contributed to the species' population spike.

"We wouldn't advise people to normally make those types of impacts," Wrublik said of removing wetlands to make way for a nuclear power plant. "But this just so happens to have benefited the crocodile population."

Aldecoa said crocs are not nearly as aggressive as many people imagine.

"They're shy and sensitive to sound and to movement," Aldecoa said. So much so, he said, that biologists often have just one chance to get a snare around a crocodile's neck before it scurries away.

"They are very misunderstood. All reptiles are," Aldecoa said. "They are a lot smarter than people think. And they just look like dinosaurs, and that's pretty neat."

Iran diplomats return from UK to heroes' welcome (Reuters)

TEHRAN (Reuters) -Iranian diplomats expelled from Britain after radical youths stormed the British embassy in Tehran arrived home on Saturday to supporters bearing flowers and chanting "Death to England."

"Spy embassy closed for good," read one of the many placards carried by the crowd of some 100 men and women, most of whom appeared to be members of the hardline Basij militia, congregated at Imam Khomeini Airport.

Britain evacuated all diplomatic staff and closed its embassy in Tehran after it was stormed and ransacked on Tuesday. France, Germany, Italy and the Netherlands withdrew their ambassadors from Tehran in protest.

With swift condemnation from around the world, the embassy storming risks further isolating Iran which is already under several rounds of sanctions over the nuclear program that many countries fear is aimed at developing atomic bombs, a charge Tehran denies.

President Mahmoud Ahmadinejad has yet to comment on the incident, an indication, some analysts say, that it was organized by rival hardliners within the faction-riven establishment.

Iran's Foreign Ministry has expressed regret over the embassy invasion, which it said was a spontaneous overflowing of anger during a student protest. Britain says there must have been at least tacit approval by the ruling establishment.

Speaking to reporters at the airport, Foreign Ministry spokesman Ramin Mehmanparast warned Britain's European Union partners not to allow the diplomatic row to worsen their own ties with the Islamic Republic.

"The British government is trying to extend to other European countries the problem between the two of us, but of course we have told European countries not to subject their ties with us with the kind of problems that existed between Iran and Britain," he was quoted as saying by the Fars news agency.

Ohio homeowner captures and hogties burglar

(AP) ? An Ohio sheriff says he doesn't plan to pursue charges against a homeowner who subdued and hogtied a burglar.

Athens County Sheriff Pat Kelly tells WBNS-TV (http://bit.ly/vLtJ2S) the homeowner had a right to protect his property and himself. Kelly says that's what authorities believe the homeowner did Thursday when he chased the burglar and tied up the man's hands and feet.

Kelly says when deputies arrived to investigate the theft at the southeast Ohio home, they found the suspect restrained in the back of the homeowner's car. He says the homeowner recognized the robber and went to his residence to subdue him.

Homeowner William Stanley tells the television station his video game systems were taken earlier Thursday, and he later found the man in his home.

It seems like forever ago that Oksana Grigorieva leaked the Mel Gibson tapes and accused him of assaulting her in one of the worst celebrity breakups ever.

The actor pleaded no contest to battery earlier this year.

He was given probation, and unlike certain people Sautner oversees, takes it seriously. She praised the actor for doing an exemplary job in all capacities.

Mel has apparently completed twice the amount of counseling requiring of him, and he remains right on track on his 12-step program. Good for him.

The purpose is to ensure uniform standards for consumers and problem-free charging for electric car owners all over Denmark.

The new independent test center for electric car infrastructure named Nordic EV Interoperability Center (NEVIC), the first of its kind in the world, will ensure interoperability between electric cars and charging stations. The technology platform the so-called technical roaming will help create a more reliable and uniform market for consumers. The new test center will work to identify and address any technology issues in the market.

Behind the initial work are the electric car operators ChoosEV, Better Place and CleanCharge as well as DONG Energy, Ris DTU and Danish Electric Vehicle Alliance. The project is backed by Copenhagen Cleantech Cluster which receives funding from e.g. EU Structural Funds, the Capital Region of Denmark and Region Zealand. GAP funding enables researchers to further-develop projects of commercial and industrial interest.

"The new center brings us to the very forefront of EV Interoperability, enabling us to test and bypass all the small problems and barriers that always occur when different providers and their technologies have to interact. And we will thereby be able to assist both the market players and consumers," says Anders Troi, head of programme at Ris DTU.

EV charging stations from different providers including both standard and fast chargers will be installed at the NEVIC test center. As more and more electric cars and plug-in hybrid cars as well as charging stations enter the Danish market, they will be tested at the NEVIC center before being cleared for the road.

Danish Electric Vehicle Alliance praises the test center initiative as it will address any interoperability issues between cars and charging stations. The Alliance played an important role in bringing components and electric car suppliers, electricity providers and the research community together to jointly accept the need for the new test center.

"The test center is unique and will help ensure that the EV industry and Ris DTU can collaborate on giving consumers peace of mind. The knowhow accumulated by the center will be used for developing a potential 'golden egg' for Denmark. The test center can help lay the foundation for meeting the goal of the Danish government of free access to charging stations for consumers and market players across Denmark," says Lrke Flader, Managing Director of Danish EV Alliance.

The test centre will be officially opened on 8 December 2011 at 2 pm at Ris DTU where visitors will be able to see the charging stations that are now being installed all over Denmark as well as test drive different types of EVs. For more information about the opening, visit www.nevic.dk
