Google's voice-over-IP tool is useful for someone who needs to call a Gmail contact quickly. When it was introduced in August 2010, Google said it would be available for free until the end of that year. But in late December, Google extended the free calls through 2011 ? and at the end of that year, extended it again through?2012.

Now Google says on its Gmail blog?that free calling within the U.S. and Canada will continue through 2013. Not an entirely unexpected announcement, but welcome to the many users of the service.

Chances are Google will never charge for domestic calls, something most people get gratis or at negligible cost anyway. The more people use the service for everyday phone?calls, the more likely they are to use it eventually for long-distance calls, which Google charges for.

Finless Porpoises in Peril

A survey has found that fishing, pollution and other human activities along the Yangtze River in China are driving a freshwater mammal, the Yangtze finless Porpoise, to the brink of extinction

Fishing, pollution and other human activities along the Yangtze River in China are driving yet another species of freshwater cetacean to the brink of extinction. That is the conclusion of a six-week survey of the river?s middle and lower stretches by the Chinese Academy of Sciences? Institute of Hydrobiology (IHB) in Wuhan and the conservation group WWF in China.

The final results of the survey will be announced in March. But the preliminary findings are worrying: the survey team spotted fewer than half of the Yangtze finless porpoises (Neophocaena phocaenoides asiaeorientalis) that were seen during a similar expedition in 2006, which found 1,225 living in the river.

?This is really bad news,? says Wang Ding, an ecologist at the IHB who is the survey's chief scientist. ?The finless porpoises are doing much worse than previously thought along the Yangtze mainstream.?

The Yangtze finless porpoise is one of the world?s few remaining freshwater cetaceans. It is found only in the Yangtze, as well as in two adjoining lakes, called Poyang and Dongting. Scientists hope that the porpoises can avoid the same fate as the Yangtze river dolphin, or baiji (Lipotes vexillifer), which was declared effectively extinct after the 2006 survey.

Endangered ecosystem
The latest survey also found that a population of about 450 porpoises in Poyang Lake has been stable for the past six years. But only 90 of the animals remained in Dongting Lake, a decline of 40% since 2006. This means that there is a total of only around 1,000 finless porpoises in the Yangtze River basin ? making them even rarer than giant pandas in the wild.?

?Losing these big, top carnivores in the Yangtze is a pretty good indication of the terrible state of the river ecosystem,? says David Dudgeon, an ecologist at the University of Hong Kong in China, who was not involved in the survey.

"Intense human impact is to blame," says Lei Gang, director of WWF China's freshwater program. "The conflict between conservation and economic development along the Yangtze is overwhelming."

Overfishing has caused a big decline in the porpoises? food sources, says Wang, and the animals are vulnerable to unregulated fishing methods such as electro-fishing, which involves sending electrical currents into the water to stun fish before they are caught.

Pollution problem
Pollution is another major, long-term threat, says Dudgeon. The Yangtze, regarded by Chinese people as their ?mother river?, supports 40% of the country?s human population, and its riverbanks are lined with large cities, factories and power plants. According to Dudgeon, about 20 billion tons of waste are discharged into the Yangtze every year. ?This doesn?t even include diffuse pollution from agriculture or pollution caused by ships,? he says.

Like other cetacean species, the Yangtze finless porpoise uses sonar for navigation, ranging and foraging. But the high density of shipping along the Yangtze creates high levels of acoustic pollution, which interferes with the animals? sonar. ?This affects their feeding and many are also wounded or die because of ship strikes,? says Lei.

Other human activities such as dam building, land reclamation and sand dredging have contributed to large-scale habitat loss and degradation in the Yangtze River basin in recent decades, says Lei.

The Yangtze finless porpoise is currently listed as an endangered species by the International Union for Conservation of Nature. ?The new estimate may qualify them as critically endangered,? says Wang. ?If the situation does not improve significantly, they may follow the fate of baiji in 15 years.?

New Lake Tahoe plan to allow higher density development

Lake Tahoe towns will grow taller and denser under a new regional plan that supporters hope will quell a rebellion by Nevada against land use regulations that have restricted development in the basin.

The new plan is intended to rid the area of some of its midcentury strip development and turn town centers into more inviting, greener destinations that will revive the area's ailing economy.

But the success of the strategy is far from guaranteed. Some traditional environmental defenders of the lake ? one of the world's deepest and clearest ? endorsed the plan primarily to persuade Nevada to remain in a 1969 compact with California. The pact created the Tahoe Regional Planning Agency and set the framework for strict environmental controls in the basin, which straddles the two states.

"The plan does include a lot of positive elements, including community revitalization, redevelopment and bike paths," said Darcie Goodman Collins, executive director of the League to Save Lake Tahoe. "But these things may come at a price, which is taller and more dense development close to the lake."

The planning agency, which enforces the regional plan, has long been a target in the basin. Homeowners have complained that its regulations are onerous, and local officials have grumbled that it has too much authority.

The grousing reached a head last year when Nevada enacted legislation warning that it would pull out of the bi-state compact if California didn't make it easier to approve development.

"It was a sledgehammer," said Laurel Ames of the Tahoe Area Sierra Club. She condemned the new plan for handing the authority to grant permits back to local towns and clearing the way for more development in the scenic basin.

In the wake of Nevada's ultimatum, California and Nevada officials convened representatives from the two states, local government, business and conservation groups to work out a compromise. The result was the regional planning board's adoption earlier this month of an updated plan.

Much of the construction in the Tahoe basin took place before strong environmental controls were imposed. By the 1980s, more than half of the region's marshes and wetlands had been filled in or paved over. The world-famous clarity of the lake was declining by roughly a foot a year, diminished by sediment and pollutants washing into the lake from roads and urban areas.

Though the decline in lake clarity has slowed, today's clear depth, about 69 feet, is much shallower than the roughly 97 feet measured in 1967.

The path to recovery, officials say, lies in redevelopment with greener infrastructure that helps keep sediment, nitrogen and phosphorus out of the lake. And the way to get that, they decided, is to make new projects financially attractive to developers by allowing more density and height in the basin's town centers.

"Nobody wants Tahoe to become something it's not," said Leo Drozdoff, director of the Nevada Department of Conservation and Natural Resources. "But we would like smart, environmentally sensitive development that can pencil out, that people want to take part in."

The new planning blueprint, an overdue update of the 1987 regional plan, will allow more four-story buildings in town centers and more six-story buildings in what has been designated the regional center ? the area around the Highway 50 corridor in South Lake Tahoe.

The plan increases density limits in the centers and creates a new "resort recreation" zone for two areas, opening them to development: 250 acres next to the four high-rise hotel casinos in south Stateline, Nev., and 57 acres at the base of Heavenly Mountain Resort.

The update also expands an existing program of development rights that allows builders to transfer the rights from lots where older buildings in ecologically sensitive areas are razed, to new projects in town centers.

"The concept of this plan is against sprawl and to remove existing development from outlying areas and concentrate it in visitor centers," said Joanne Marchetta, executive director of the regional planning agency.

But will the strategy succeed?

"I think there are enough safeguards in the plan to protect the lake where things won't get worse," said Kyle Davis of the Nevada Conservation League. "Now, whether they'll get better" is uncertain, he added. "What we've designed may not work in terms of older development going away and cleaner and greener development in its place."

More projects will be required only to obtain local permits, escaping regional review, a change that Ames said did not bode well for the basin environment. "The local governments have not shown an interest in environmental protection measures," she said.

Local approvals can be appealed to the regional agency, and local plans will have to conform to regional standards. "This is not by any means unfettered," Marchetta said. "The locals want to protect the lake as much as [the Tahoe Regional Planning Agency] does?. I think we've come some distance in environmental sensibility and sensitivity over 40 or 50 years."

Nevada state Sen. John Lee, the Clark County Democrat who sponsored last year's law to withdraw from the compact, said his bill was intended to get California's attention. "They look over and see us as like a county. We had to let 'em know we were here and we're a valuable friend, that we weren't going to be continually dismissed," he said. "To their credit, they've been fantastic."

But the threat to pull out remains on the books. And Nevada officials have not signaled that they are ready to repeal it. "A lot of people want to take a wait and see approach," Drozdoff said.

The days before New Year?s Eve see numerous stagings of ?nenmatsu no daiku,? a tradition that reportedly started when German World War I POWs taught it to their guards at camps in Japan. Most established Kanto orchestras hold their own performances, with the Tokyo Philharmonic Orchestra slated to perform this Friday, Saturday and Sunday at Tokyo Opera City, Suntory Hall and Bunkamura respectively.

In a heroic feat of endurance, the Iwaki Memorial Orchestra will perform all the Beethoven symphonies from 1 through 9 over ten hours on December 31 at Tokyo Bunka Kaikan, in a marathon tradition that started in 2003.

(AP) ? Four State Department officials resigned under pressure Wednesday, less than a day after a damning report blamed management failures for a lack of security at the U.S. diplomatic mission in Benghazi, Libya, where militants killed the U.S. ambassador and three other Americans on Sept. 11.

The resignations came as lawmakers expressed anger and frustration over the findings of an independent review panel, and the State Department struggled to find a balance between protecting its diplomats while allowing them to do their jobs connecting with people in high-risk posts.

Obama administration officials said those who had stepped down included Eric Boswell, the assistant secretary of state for diplomatic security; Charlene Lamb, the deputy assistant secretary responsible for embassy security; and Raymond Maxwell, the deputy assistant secretary of state who oversees the Maghreb nations of Libya, Algeria, Tunisia and Morocco. The officials spoke on condition of anonymity because they weren't authorized to discuss personnel matters publicly.

State Department spokeswoman Victoria Nuland said the department had accepted the resignations of four people: Boswell as well as two others in the bureau of diplomatic security and one in the bureau of Near East Affairs. She would not name the other three officials.

Some of those who resigned may have the option of being reassigned to other duties, the officials said.

The department declined immediate comment on the resignation of the officials whose decisions had been criticized in the unclassified version of the Accountability Review Board's report that was released late Tuesday.

The board's co-chairman, retired Adm. Mike Mullen, told reporters that the board had not determined that any officials had "engaged in willful misconduct or knowingly ignored his or her responsibilities,"

But Mullen, a former Joint Chiefs of Staff chairman, added, "We did conclude that certain State Department bureau level senior officials in critical levels of authority and responsibility in Washington demonstrated a lack of leadership and management ability appropriate for senior ranks in their responses to security concerns posed by the special mission."

Mullen said the mission's security fell through bureaucratic cracks caused in part because buildings were categorized as temporary. The report said that budget constraints had caused some officials to be more concerned with saving scarce money than in security.

Co-chairman Thomas Pickering, a retired ambassador, said the personnel on the ground in Benghazi had reacted to the attack with bravery and professionalism. But, he said, the security precautions were "grossly inadequate" and the contingent was overwhelmed by the heavily armed militants.

"They did the best they possibly could with what they had but what they had wasn't enough," Pickering said.

Pickering and Mullen spoke shortly after briefing members of Congress in private. Lawmakers from both parties emerged from the sessions with harsh words for the State Department.

"My impression is the State Department clearly failed the Boy Scout motto of 'be prepared,'" said Sen. John Barrasso, R-Wyo.

"They failed to anticipate what was coming because of how bad the security risk already was there. ... They failed to connect the dots," he said. "They didn't have adequate security leading up to the attack and once the attack occurred, the security was woefully inadequate."

Rep. Adam Schiff, D-Calif., a member of the House intelligence committee, said security was "plainly inadequate, intelligence collection needs to be improved, and our reliance on local militias was sorely misplaced.

"These are not mistakes we can afford to make again," he said.

The House intelligence committee chairman, Rep. Mike Rogers, R-Mich., said the report laid bare "the massive failure of the State Department at all levels, including senior leadership, to take action to protect our government employees abroad," and complained that no one was being held accountable.

Rogers also said he was dissatisfied with the lack of progress in finding the attackers.

Lamb, the deputy assistant secretary of state for diplomatic security who was in charge of embassy protection, testified in October before the House Oversight and Government Reform Committee and defended the security measures.

"I made the best decisions I could with the information I had," Lamb said at the time. "We had the correct number of assets in Benghazi at the time of 9/11."

She also told Rep. Dan Burton, R-Ind., that she rejected requests for more security in Benghazi, instead training "local Libyans and army men" to provide security, a policy in force at U.S. diplomatic facilities around the world.

Pickering and Mullen set the stage for public hearings set for Thursday on Capitol Hill. Scheduled to testify were Deputy Secretary of State William Burns, who is in charge of policy, and Deputy Secretary of State Thomas Nides, who is in charge of management.

Secretary of State Hillary Rodham Clinton was to have appeared at Thursday's hearings, but she canceled after fainting and sustaining a concussion last week while recovering from a stomach virus. Clinton is under doctors' orders to rest.

Senate Republicans and Democrats said they hoped Clinton would testify on the Hill even though she is planning to step down from her Cabinet post.

In a letter that accompanied the transmission of the report to Capitol Hill, Clinton thanked the board for its "clear-eyed, serious look at serious systemic challenges" and said she accepted its 29 recommendations to improve security at high-threat embassies and consulates.

She said the department had begun to put in place some of the recommendations. They include increasing by several hundred the number of Marine guards stationed at diplomatic missions throughout the world; relying less on local security forces for protection at embassies, consulates and other offices; and increasing hiring and deployment of highly trained Diplomatic Security agents at at-risk posts.

Clinton agreed with the panel's finding that Congress must fully fund the State Department's security initiatives. The panel found that budget constraints in the past had led some management officials to emphasize savings over security, including rejecting numerous requests from the Benghazi mission and the embassy in Tripoli for enhanced protection.

House and Senate negotiators working on a defense bill agreed on Tuesday to fund 1,000 more Marines at embassy security worldwide.

The report singled out the Bureau of Diplomatic Security and the Bureau of Near East Affairs for criticism. It said there was a lack of cooperation and confusion over protection at the mission in Benghazi, a city in eastern Libya that was relatively lawless after the revolution that toppled Libyan leader Moammar Gadhafi.

But it broke little new ground about the timeline of the Benghazi attack. Killed were U.S. Ambassador Chris Stevens, information specialist Sean Smith, and former Navy SEALs Glen Doherty and Tyrone Woods ? who were contractors working for the CIA. Stevens was the first U.S. ambassador killed since 1988.

The board determined that there had been no immediate, specific tactical warning of a potential attack on the 11th anniversary of Sept. 11, 2001. But the report said there had been several worrisome incidents before to the attack that should have set off warning bells.

It did confirm, though, that contrary to initial accounts, there was no protest outside the facility.

In the immediate aftermath of the attack, administration officials linked the attack to the spreading protests that had begun in Cairo earlier that day over an American-made, anti-Islamic film. Those comments came after evidence already pointed to a distinct militant attack in Benghazi.

U.N. Ambassador Susan Rice appeared on numerous TV talk shows the Sunday after the attack and used the administration talking points linking it to the film. An ensuing brouhaha in the heat of the presidential campaign eventually led her to withdraw her name from consideration to replace Clinton as secretary of state in President Barack Obama's second term.

Sen. Jim Inhofe, R-Okla., emerging from the Senate briefing on the report, kept up the congressional criticism of Rice.

"Now we all know she had knowledge. She knew what the truth was. It was a cover-up," he said.

While criticizing State Department management in Washington along with the local militia force and contract guards that the mission depended on for protection, the report said U.S. personnel on the ground in Benghazi "performed with courage and readiness to risk their lives to protect their colleagues in a near-impossible situation."

It said the response by Diplomatic Security agents on the scene and CIA operatives at a nearby compound that later came under attack itself had been "timely and appropriate" and absolved the military from any blame. "There was simply not enough time for armed U.S. military assets to have made a difference," it said.

The report also discounted speculation that officials in Washington had refused appeals for additional help after the attack had begun.

The report said the evacuation of the dead and wounded 12 hours after the initial attack was due to "exceptional U.S. government coordination and military response" that helped save the lives of two seriously wounded Americans.

Newtown backlash prompts gun investment overhaul

(Reuters) - Gun makers are facing pressure from some major U.S. investors after the Newtown elementary school shooting, with private equity firm Cerberus Capital Management LP announcing it would sell the largest U.S. manufacturer of firearms and major public pension funds reviewing their gun-related investments.

Cerberus said on Tuesday it would sell Freedom Group, whose AR-15-type Bushmaster rifle was used by a 20-year-old gunman to kill 20 children and six staff in Sandy Hook Elementary School in Newtown, Connecticut.

Cerberus' move came after some of its investors had expressed concerns, including the California State Teachers' Retirement System (CalSTRS), which said on Monday that it was reviewing its investment with the private equity firm.

"It is apparent that the Sandy Hook tragedy was a watershed event that has raised the national debate on gun control to an unprecedented level," said Cerberus, which has more than $20 billion under management.

The $150.1 billion New York State Common Retirement Fund is reviewing its investments in firearm manufacturers, a spokesman for New York State Comptroller Thomas DiNapoli said on Tuesday.

New York City's pension funds are also reviewing investments and may sell nearly $18 million worth of stock in four companies that manufacture guns and ammunition, a spokesman said on Tuesday. The city's mayor, Michael Bloomberg, has been a leading advocate for gun control in the U.S.

The city's $128 billion pension funds hold nearly $14 million worth of shares in ammunition maker Olin Corp, $1.7 million in gun maker Smith & Wesson Holding Corp, $2.4 million in gun maker Sturm Ruger & Co Inc and $17,866 worth of stock in Brazilian gun maker Forjas Taurus SA.

Shares of Smith & Wesson fell nearly 10 percent, shares of Sturm Roger fell 7.7 percent, shares of Forjas Taurus fell 3.8 percent and shares of Olin fell 2.1 percent on Tuesday.

It wasn't just public pension funds who were questioning whether they should have investments in gun companies.

King Lip, chief investment officer for San Francisco-based wealth adviser Baker Avenue Asset Management, said has received calls from clients wanting to make sure that the firm did not own or buy shares in gun-makers or gun-related companies.

"This one has especially hit close to home for a lot of people. A lot of our clients have kids or grandkids," said Lip, whose firm has about $800 million in client assets under management. The firm does not own any gun-related stocks.

As outrage grew over the killings in Newtown, some gun retailers pulled rifles off their shelves. Wal-Mart Stores Inc, the world's largest retailer, took down an informational website about semi-automatic Bushmaster rifles.

Dick's Sporting Goods pulled all guns from its store closest to the site of the massacre, and suspended the sale of certain kinds of semi-automatic rifles from its chains nationwide. Cabela's however, continued to advertise the AR-15 type Bushmaster rifles on its website.

California Treasurer Bill Lockyer on Monday asked CalSTRS and the California Public Employees' Retirement System (CalPERS) to account for their investments in gun manufacturers. Lockyer proposed that the state's public pension funds, the largest in the United States, sell their interest in any company that makes guns that are illegal under California's assault weapons ban. California's ban includes the Bushmaster rifle.

"We are not precluding the possibility of extending a divestment move to the retail sector, but right now we are focused on the source, which is the manufacturers," Lockyer's spokesman Tom Dresslar said.

KNEE-JERK REACTION?

U.S. lawmakers have not approved a major new federal gun law since 1994, and a ban on certain semi-automatic rifles known as assault weapons expired in 2004.

The Newtown killings have led President Barack Obama and some congressional leaders to reconsider what has been a largely hands-off approach to gun control in recent years.

The percentage of Americans favoring tough gun regulations rose significantly after the killings at the Connecticut school, a Reuters/Ipsos poll showed on Monday.

While the latest moves by investors could herald a new chapter in corporate America's stance toward the issue of gun rights, it remains to be seen if they will have lasting effects.

Several investors held firm about investing in gun-related stocks, seeing the debate more as a knee-jerk reaction to a tragedy. Vanguard Group Inc, the largest shareholder in Smith & Wesson, for example, said it was not in a position to meet what it called the "social concerns" of all shareholders.

Vanguard said in a statement it was "deeply saddened by the tragedy" but that most of its shares in Smith & Wesson and Sturm Ruger were held in index funds.

"All these stocks are getting hit, but ironically I think what we'll find is that traditional gun purchases will actually rise," said Timothy Ghriskey, chief investment officer of Solaris Asset Management in New York.

"People are scared, and there's a good slice of America that very much believes they have a right to protect themselves," said Ghriskey, whose firm has a small position in gun retailer Cabela's. Cabela's shares fell 5.9 percent.

A German fund manager, who focuses on "sin" stocks such as firearms, alcohol and gambling, said he was sticking with his recommendation to buy Smith & Wesson stock despite Newtown.

It's a terrible tragedy, he said, "but everyone who changes his investment strategy now should ask himself if he really is surprised. Didn't they read newspapers in the past?"

CERBERUS DELIBERATION

Still, investor outrage over the shooting was enough for Cerberus to decide to sell Freedom Group.

The firm's decision came late on Monday night, after executives deliberated on the impact of the shooting, according to a person familiar with the matter who spoke on condition of anonymity because the discussions were private.

The private equity firm, which was founded by Stephen Feinberg and William Richter in 1992, also has to be careful not to anger investors at a time it is seeking to raise up to $3.5 billion for a new buyout fund.

Feinberg's father, Martin Feinberg, is also a resident of Newtown, Bloomberg reported on Tuesday, citing an interview with him. Public records show a Martin Feinberg residing in a retirement facility in Newtown.

Cerberus bought firearms maker Bushmaster in 2006 and later merged it with other gun companies to create Freedom Group, which reported net sales of $677 million for the nine months ended September, up from $565 million a year earlier.

Cerberus filed for an initial public offering of Freedom Group in October 2009 but withdrew the registration in April 2011, without offering a reason.

"It's an unusual move by Cerberus but it was a terrible event, so they are responding to some of their investors who are teachers' funds. I'm sure they will be selling it at a low price because now would not be a good time to sell the business," said Steven Kaplan, a University of Chicago finance professor.

Chinese Home Prices Are On The Rise

BEIJING (Reuters) - China home prices showed fresh signs of recovery taking hold in November, the fourth month in the last five to show a rise as a two-year long government campaign to curb prices frays.

Average home prices in 70 major cities across China rose 0.3 percent in November from the previous month, after a 0.05 percent rise in October, according to Reuters' calculations from data released by the National Bureau of Statistics on Tuesday.

Real estate, which directly impacts around 40 other business sectors in China, is a key driver in the world's second-largest economy, which is reviving from a lackluster third quarter.

The signs of a turn in property coincide with other November data published recently which showed industrial output and retail sales rising at their fastest annual pace in eight months, reinforcing views that growth in the fourth quarter will accelerate from the third quarter's 7.4 percent.

"The risk of tightening property curbs is accumulating due to rising home prices along with reviving economy and stabilizing investment," said Zhao Xinkui, a property analyst with Huarong Securities in Beijing.

A Reuters poll showed on Monday that economists expected a 7.0 percent increase in house prices in 2013 and a rise of 5.0 percent in 2014 due to a reviving economy and strong housing demand.

Home prices rose month-on-month in 53 of 70 major cities monitored by the NBS in November, up from 35 in October, confirming a trend of recovering property market, the NBS data showed.

The NBS also said new home prices in Beijing in November rose 0.7 percent from a year earlier, compared with October's year-on-year decline of 0.2 percent. Shanghai's price fall, meanwhile, eased to 0.8 percent in November on a year ago, versus a 1.3 percent annual fall in October.

China's annual policy-setting conference said on Sunday that Beijing would maintain property controls, including restrictions on how many homes individuals can buy.

A house price boom between 2009 and 2011 pushed costs well above the reach of many people in China's rapidly emerging urban middle class, sowing social discontent.

SHARP REBOUND UNWELCOME

Such a modest rise in home price, if turned into a steep rebound next year would fuel market uncertainty over the risk that Beijing will seek to further stifle the property market through controls.

China's fight against property speculation has headed into its third year but the middle-class Chinese are still priced out the of the urban housing market.

A recent uptick in land costs - typically a prelude to home price rises - have changed market sentiment and pushed would-be home buyers back to the market in a bid to beat increases.

China's top state think tank warned last week that China should enforce new property controls next year to curb speculation and prevent an expected modest recovery in house prices from turning into a steep rebound.

The view was echoed by analysts.

"The Chinese government would like to keep the stability of the real estate market. If home prices and sales rebound too quickly next year, the government might unveil fresh tightening policies, including expanding property tax beyond Shanghai and Chongqing," said Liu Yuan, a head of research at property consultancy Centaline.

Rocketing property prices were a major consequence of China's last economic stimulus effort, the 4 trillion yuan ($635 billion) package launched in 2008 at the depths of the global financial crisis.

Compared with a year ago, however, home prices are still falling nationwide. The 0.7 percent drop in November was the ninth such decline but easing from a year-on-year fall of 1.1 percent in October, according to Reuters calculations.

    TOKYO (AP) ? Japanese voted Sunday in parliamentary elections that were expected to put the once-dominant conservatives back in power after a three-year break ? and bring in a more nationalistic government amid tensions with big neighbor China.

    Major newspapers were predicting the Liberal Democratic Party, led by the hawkish former Prime Minister Shinzo Abe, would win a majority of the seats in the 480-seat lower house of parliament, although surveys also showed that many voters remained undecided just days before the election.

    Voters have soured on the ruling Democratic Party of Japan, which won a landslide victory in 2009 but could not deliver on a string of campaign pledges. They are also upset over Prime Minister Yoshihiko Noda's push to double the sales tax, a move he argues is necessary to meet rising social security costs as the nation rapidly grays.

    Disillusionment with politics is running high in Japan, as is confusion over a hodgepodge of small, new parties that have sprung up in recent months espousing a variety of not always coherent policy views. One has a nationalistic image, while another is staunchly anti-nuclear, tapping into grass-roots opposition to atomic power in the wake of last year's disasters in Fukushima.

    Toshiyuki Kataoka, a 67-year-old retiree from Chiba, east of Tokyo, said that the Democrats proved to be novices running the country. "It was someone driving on a learner's permit," he said. But he added that he's willing to support them again because he's worried about the nationalistic influence of the LDP.

    "The LDP ruled for many years, and you can't expect the Democrats to fix everything in three years," he said. "Japan does seem to be turning to the right, and I don't want to be a part of that."

    But not many Japanese were likely to be as forgiving as Kataoka.

    With Japan stuck in a two-decade economic slump and pressured by an increasingly assertive China, voters may be turning back to the LDP, which guided the country for most of the post-World War II era, after taking a chance on the Democrats and being let down. The DPJ failed to carry out numerous promises, including cash handouts to families with children, eradicating wasteful spending and moving a controversial U.S. military base off of the southern island of Okinawa.

    The country must also cope with an aging, shrinking population, a bulging national debt and intensifying competition from Asian neighbors such as South Korea, Taiwan and China, all of which have territorial disputes with Japan.

    "This election is about punishing the DPJ," said Koichi Nakano, a political science professor at Sophia University, suggesting the LDP's appeal may be its "brand image" as the "perpetual, natural party in power."

    "It seems to me that people are driven by nostalgia, as they seem to want to bring the LDP back to power because they lack better alternatives," he said.

    One upstart party that is drawing a fair amount of interest and could be a part of a ruling coalition if the LDP doesn't get a majority is the populist, right-leaning Japan Restoration Party, led by two of the country's most outspoken politicians, Osaka Mayor Toru Hashimoto and former Tokyo Gov. Shintaro Ishihara, who at 80 is nearly twice Hashimoto's age. Both exhibit forceful ? critics would say dictatorial ? leadership styles. The party also wants to amend the constitution to elect the prime minister by popular vote and abolish the less powerful upper house of parliament, but is divided on nuclear power.

    The brand new Tomorrow Party, led by a female governor, Yukiko Kada, wants to eliminate nuclear power plants within 10 years, opposes the tax hike and advocates more money for families. But its image has been tainted by linking up with former DPJ power broker Ichiro Ozawa, whom many Japanese voters don't trust.

    If the LDP wins the most seats, the hawkish Abe would almost certainly get a second stab as prime minister. He would be Japan's seventh prime minister in about 6 1/2 years.

    His previous tenure, a one-year stint in 2006-2007, was marked by a nationalistic agenda, pressing for more patriotic education and upgrading the defense agency to ministry status. Abe also said there was no proof Japan's military had coerced Chinese, Korean and other women into prostitution in military brothels during World War II. He later apologized but lately has suggested that a landmark 1993 apology for sex slavery may need revising.

    During the campaign, Abe has taken a strong stand against China in an ongoing territorial dispute over some tiny, uninhabited islands in the East China Sea controlled by Japan but also claimed by China and Taiwan. The LDP platform calls developing fisheries and posting permanent staffing of public officials on the islands, called Senkaku in Japanese and Diaoyu in Chinese.

    Beset with a host of domestic problems, Japan has been receding behind China as the region's most important economic player, and the promise of a strong, assertive country resonates with many voters, even if they are suspicious of doing that through military power.

    "We want somebody who can be a tough diplomatic negotiator and who can take a strong leadership," Seishi Kobayashi, a company employee in his 40s who is wavering between voting for the LDP or the upstart Japan Restoration Party, said Saturday. "I still can't make up my mind. Plus, whoever you vote may team up with parties with totally different policies, so you have to be careful. In this country, the election is not really about policies. But this time around, we should make a sound choice, or we are going to suffer for 10, 20 years to come."

    With so much turnover in Japan's leadership ? one prime minister a year over the last six years ? Kataoka, the retiree from Chiba, wonders if the public's expectations are too high.

    "It seems like we're searching for a messiah," he said.
